LifeThe Qualinesti have somewhat darker features than the Silvanesti, but their hair and eyes never quite deepen to the shade of brown. Their hair ranges from honey-brown to blonde. They are not as strikingly attractive as the Silvanesti, and tend to wear earth-toned clothing (except on public holidays when they attire themselves as the occasion requires). They have strong pleasant voices and a friendly, open manner. They prefer long dresses for women and woven trousers and jerkins for men. The attitude of racial superiority so prevalent among the Silvanesti elves is less ingrained among the Qualinesti. Still, even a Qualinesti elf will tell any who might inquire that the elven race is superior to all others that dwell on Krynn. The difference is that the Qualinesti recognize other races' positive contributions to history. Furthermore, the Qualinesti as a whole are also less offensive in their demeanor than are the Silvanesti, and frequently and happily deal with other races. Qualinesti nobles, like the Silvanesti, operate under a 'House' system. However, the adage 'House' is not usually part of a noble's title like it is in Silvanesti, and it is less of a caste system as all the houses are equal. Qualinesti house names include: House Gemcutter, House Cultivator and House Forester. The Qualinesti do not have their own currency, instead they rely on trade and bartering.
GovermentFounded by Kith-Kanan in the Age of Dreams, Qualinesti mirrored Silvanesti in many ways: the country's culture was built around a caste system, although its enforcement was far less strict than Silvanesti tradition dictated. At the head of the kingdom is a Speaker, known as the Speaker of the Sun, who, like the Speaker of the Stars in Silvanesti, is essentially identical to a monarch. Qualinesti society is far less structured than that of Silvanesti. The Speaker must be a blood relative of Kith-Kanan, the elven leader who established the Qualinesti. The Speaker serves primarily as a guiding and directing force in a government made with a senate called the Thalas-Enthia. The Thalas-Enthia is appointed to represent the various guilds and communities of Qualinesti. The Thalas-Enthia brings its recommendations to the Speaker of the Suns who makes all final determinations. The Speaker of the Sun rules from Qualinesti's capital city - Qualinost. Each province in Qualinesti has a Governor, appointed by the Speaker of the Sun upon recommendations from The Thalas-Enthia. Governors are not always elves, but elves do predominate. The leading subjects of each province are able to bring their petitions to the Governor, but ultimately the Governor is only responsible to the Speaker, and not the residents of the province. Most Qualinesti villages and outposts have a mayor or Headman to oversee the day-to-day running of the area (e.g. public projects, tax collection, land disputes). These officials are elected by tax-paying members of the community on a yearly basis. Non-elves may become officials, and both males and females are eligible to vote. EducationQualinesti schools are open to all races, attendance is non-compulsory, and all lessons take place out-of-doors (usually under the boughs of a Great Oak). Schoolmasters are scholars from House Bardic and House Measure, with the occasional philosophy lecture from House Celestial. In Qualinesti, both sexes are able to study all subjects: unlike in Silvanesti where females are not taught the arts of stargazing, scribing, architecture or warfare. In fact, a female Qualinesti scribe called Cylu Simunjuntac invented Block Printing. Timeline2308 PCTwin brothers Sithas (the eldest) and Kith-Kanan are born in Silvanesti to Sithel (son of Silvanos) and his wife Nirakina. 2192-2140 PCThe accidental slaying of Sithel by humans leads to the Kinslayer war. Sithas becomes Speaker of the Stars, and Kith-Kanan his General in the war against Ergoth's human forces. Kith-Kanan marries Suzine des Quevalin, a relative of the Emperor of Ergoth, and angers Sithas in the process. After an intense magical battle in which thousands of elves and humans perished, both sides call an eventual truce. 2140-2100 PCAngered by the pointless slaughter of thousands during the Kinslayer war, Kith-Kanan and his followers declare independence from Silvanesti and its rigid social structure. Sithas gladly grants his brother a portion of land to the West where he can build his nation. 2073 PCKith-Kanan negotiates a treaty of peace between the humans, elves and dwarves, who all sign the Swordsheath Scroll. Qualinesti founded as a result of the peace treaty. 2050-2030 PCMore of Kith-Kanan's followers dissent from Silvanesti and make their way to Qualinesti. 2000-1900 PCPax Tharkas is built as a symbol of peace between humans, Qualinesti elves and dwarves. 280-100 PCIstar's Kingpriests gain more and more power, and begin to repress anyone who does not follow their doctrines. The Qualinesti and Silvanesti - disgusted at human arrogance - retreat into their forests and cease trading with the outside world. 1 PCThe impending Cataclysm causes thousands of wild animals to rampage across Qualinesti, killing hundreds of elves in the process. 351 ACThe Red Dragonarmy makes it's way southwest across Ansalon, first conquering the Plains of Abanasinia, and then turning on Qualinesti. The Qualinesti elves are forced to retreat, and join the Silvanesti in Southern Ergoth.
